This study investigated the difference in teachers' education level and teaching competence, leadership behaviour and their contribution to education reform. The data were collected through a questionnaire, self-assessment and a leadership checklist, and were then analyzed using multiple analyses of varianve. The findings reveal that there is no difference in teaching competence among elementary school teachers graduating from Senior High School (SLTA), Program D-2 and S-1 Program. The leadership behavior of the S-1 graduates is better than that of the SLTA and D-2 graduates; and the leadership behaviour of the SLTA graduates is better than that of the D-2 graduates
